| Prior to
establishing the firm of W.J. Kessler Associates in 1967, W.J. Kessler was
the consulting telecommunications engineer for the State of Florida
Department of Public Safety, the Florida Beverage Commission and
telecommunications systems in Samoa, Hawaii and Guam. W.J. Kessler served
as the consulting engineer to the Florida Educational Television
Commission throughout the duration of that agency's existence from 1957
through 1967.
The qualifications of the firm's key technical personnel are a matter of record with the Federal Communications Commission. Kessler and Gehman Associates has represented many clients before the FCC in a variety of matters including rule making and waiver requests of the Commission's rules to accommodate specialized telecommunications systems and submission of various applications for permit. While the firm maintains a continuous dialogue with equipment suppliers, contractors and manufacturers of television, radio and telecommunications equipment, its relationship to such companies is limited solely to the contacts necessary for the planning and implementation of systems for the firm's clients. The firm engages only in providing consulting services to its clients, and is thus not involved in the promotion, manufacture, sale or installation of any equipment. | |

| The services
rendered by Kessler and Gehman have ranged from consulting
services rendered on a daily basis to studies of technical, economic
feasibility and the design and construction follow-up of major
telecommunications systems in widely diverse geographical areas in the
United States, Hawaii, Guam and American Samoa. In particular the firm has
had extensive experience in the design of systems in geographical areas
where special attention has had to be devoted to effects of meteorological
variations on system propagation reliability. Baseband information carried
on communications systems designed by the firm include video, data,
telemetry, supervisory, wide bandwidth audio, telephone and teletype,
either in combination or

("Jeff") C. Gehman Jeffrey C. Gehman was born in Washington, DC and raised in Clinton, Maryland before moving to Gainesville, Florida with his family in 1976. Mr. Gehman has been employed by Kessler and Gehman Associates, Inc. on a full-time basis since 1986 and received an Associate of Arts degree from Santa Fe Community College in Gainesville, Florida. He has been constantly exposed to all aspects of the telecommunications field and has worked closely with Robert Gehman, Jr. and W.J. Kessler on many of the company's projects. Ryan C.
Wilhour Ryan C. Wilhour earned his accredited Bachelor of Science degree in electrical engineering at the University of Florida and is currently completing his fourth and final year of experience to meet licensure requirements for the Board of Professional Engineers to obtain his license. He has been an engineering consultant on the Kessler and Gehman Associates, Inc. staff since August of 1996. Ryan's qualifications are a matter of record with the Federal Communications Commission. He has represented many clients before the FCC in a variety of matters, including waiver requests of the Commission's rules to accommodate specialized telecommunications systems.
